A possible 2-3 day delay may occur in payment posting when you pay at the bank.
- Payment may be deposited in the depository located at the SCTC Business office beside of the drive-up window for your after hours convenience.
- Payment must be sealed in envelope
- Include the payment page of your bill
- Write your phone number on check or money order
- DO NOT deposit cash in the depository
- Payments are posted the next business day
Unable to Pay
- Your bill is due in full on or before the 10th of the month
- If you cannont pay on time, we may be able to help
- Call the number for Billing questions. Talk with our Service Representative about special payment arrangements.
- If your bill is overdue, we will send you a past due notice. This notice will show the amount due and the date that service will be cut off if the amount due isn't paid
- A minimum late charge of $1.00 will be added to your next bill for "past due" payment
How to have service turned on if it has been cut off for non-payment
- You will have to pay SCTC the past due amount before your service is turned back on
- You may also have to pay a new or extra deposit
- You will be billed a charge to turn the service on
- You will have to allow work order processing time from the time you make your payment to actual reconnection of service

SCTC will repair:
- The OUTSIDE LINE from your home or business to our office.
Before you call any repair service, FIRST check to see if the problem is in the phone set, the inside wiring, or the outside line.
Check all your phones. Do you have teh same problem on all phones? For example, you have no dial tone or can't hear on all phones. The problem is probably in the outside line or inside wiring.

Consumer Notes: If your problem is in a telephone that you own and you call for an SCTC repair person to come to your home, you will be charged for a service call. Additional charges on a time plus parts basis apply if the SCTC repair person repairs the telephone.
If one of your phones doesn't work, unplug it and plug a working phone into its jack. If that phone works, the problem is in the non-working phone set.
If you only have one phone, try to borrow one from a neighbor and plug it into your phone jack. If you have the same problem with the borrowed phone, the problem is probably in the outside line or inside wiring.

The operations, rates and services of local telephone cooperatives are regulated by each telephone company's Board of Directors. The SCTC complaint procedures are on file at the SCTC Business Office. Billing Questions: The subscriber assumes responsibility for all charges for telephone services rendered. However, when errors do occur, SCTC makes every effort to correct them.
Yellow Pages Services: Consult with your Customer Service Representative concerning listings and advertisements in the Yellow Pages. Your local Yellow Pages are published by Comporium Publishing, 1-888-646-6680.
Tarrifs & Bylaws: The company Furnishes all of its various services subject to published rates, rules and regulations which are on file and approved by the SCTC Board of Directors. The Complete Tariff is also on file and may be seen at the local Business Office of the Company. Bylaws are printed in the SCTC Telephone Book.
Access Line Charge: The subscriber access line charge is designed by the Federal Communications Commission to recover a portion of the costs of connecting telephone customers to the nationwide telephone network that, in the past, were recovered through interstate long distance charges. In keeping with the reduction of long distance charges, the FCC periodically requires ALL telephone companies to increase the subscriber line charge.
Telephone Safety: The telephone should not be used while you are in the bathtub, shower, or pool. During an electrical storm, use of your telephone should be avoided. Emergency calls should be brief.
Annoyance Calls: Virginia law provides that it is unlawful to use or permit another to use the telephone to intentionally annoy another by telephoning without the intent to converse. The maximum penalty, upon conviction, is a fine of $500.
Obscene and Malicious Calls: Virginia law provides that it is unlawful to make obscene calls or to maliciously make false statements about the health of another via telephone. The maximum penalty, upon conviction, is imprisonment for one year or a fine of $2,500 or both.
What to do about annoyance calls: (1) Do not talk to a caller you are doubtful of. (2) Hang up at the first obscene word or if the caller doesn't identify himself/herself to your satisfaction. (3) If the calls persist, call the Scotty County Sheriff's Office for assistance.

Virginia Communications Sales Tax Overview
Under legislation enacted by the 2006 General Assembly, House Bill 568, the new Virginia communications sales and use tax, also referred to as the communications sales tax, replaced most of the current state and local taxes and fees on communications services, effective January 1, 2007. The new communications sales tax, which is imposed on the charge for or sale of communications services at the rate of 5%, will generally be collected from consumers by their service providers and remitted to the Department of Taxation each month, beginning with the month of January 2007. In cases where a consumer purchases taxable communications services and no tax is collected from the consumer on the purchase by the service provider, the consumer will be responsible for paying a communications use tax.

You must select a primary long distance company to handle the calls you make to points outside your local toll calling region. There are various long distance companies from which to choose. When using your "primary" long distance carrier for direct dialed calls, you simply dial 1 plus the area code and telephone number. Regardless of who you choose as your primary long distance carrier, you may still access other long distance companies by dialing the company's access code. Premium rates will apply.

"Local Toll Calling Region" is the long distance service area in the southwestern part of Virginia referred to as the Roanoke LATA (Local Access Transport Area). This includes the counties of Scott, Lee, Wise, Russell, Dickenson, Alleghany, Botetourt, Bedford, Roanoke, Craig, Montgomery, Giles, Pulaski, Floyd, Patrick, Augusta, Highland, Bath, Rockbridge, and Henry.
